  • UPDATE: the Minister of Industry, the Honourable Christian Paradis, approved the cost-recovery business plan developed by CANARIE. This approval triggered the release of CANARIE funding for years two and three of its current mandate. CANARIE funding for its current three-year mandate is $62 million.

    The cost-recovery recommendations outlined in the plan include direct and indirect cost sharing, cost-reduction initiatives, and fees for advanced network services. Overall, the cost recovery plan calls for $11.72 million in total cost recovery over the course of CANARIE’s mandate.

    The government has asked CANARIE to develop cost-recovery options. Specifically the government has requested a plan that “features how CANARIE will, as much as possible over the three year period from 2012-2015, recover its Eligible Project costs resulting from Eligible Projects."

    CANARIE has completed its stakeholder consultation process, which was designed to gather feedback from its community on the concept of, and potential mechanisms for, connection fees. CANARIE distributed a Discussion Paper on Connection Fees, held three conference calls and one in-person Summit meeting to engage stakeholders in the process and to gather their feedback. Sixty-six individuals participated in the conference calls and/or the Summit meeting, and CANARIE received fifteen written documents responding to the Discussion Paper.

    "A five-year Funding Agreement between Industry Canada and CANARIE Inc. committed $120 million for the period April 1, 2007 to March 31, 2012, to operate the CANARIE high-speed network and to develop, demonstrate, and implement innovative technologies that advance the network as a leading-edge essential research infrastructure. In fulfilling its obligations under the Agreement, CANARIE undertook to conduct this evaluation study by engaging an independent third-party consulting team.   • 2010 Final Performance Audit Report

    "CANARIE is a not-for-profit corporation supported by membership fees, with major funding of its programs and activities provided by the Government of Canada. Under its Funding Agreement with Industry Canada of March 28, 2007, as amended CANARIE is required to have a performance audit completed by September 30, 2010. The purpose of the audit is to assess the economy, efficiency and effectiveness with which CANARIE funds have been used."
