Manager, Procurement

The Manager, Procurement is accountable for managing procurement activities across the organization in alignment with CANARIE’s Procurement Policy.

This is a full-time, permanent position that reports to the Senior Director, Finance and Operations.

Key Responsibilities

  • Managing the procurement processes, including implementing, planning, and managing end-to-end procurement
  • Build strong relationships with staff and suppliers
  • Procure goods and services including technical solutions, lease agreements, hardware, software, and general office, etc.
  • Manage complex procurement initiatives across multiple departments
  • Prepare and issue procurement documents, including Request for Quotes and Request for Proposals
  • Support vendor agreements, renewals, and vendor negotiations in collaboration with internal teams
  • Recommend cost-effective sourcing options that align purchases with budgets
  • Promote value for money, sustainability, and ethical procurement practices
  • Identify opportunities to streamline procurement processes and improve efficiency
  • Maintain procurement tools, templates, and process guidance
  • Manage vendor contract renewal and vendor of record administrative processes
  • Develop procurement reporting including metrics and key performance indicators (KPIs)
  • Travel may occasionally be required
  • Other related duties and responsibilities, as required

What You Bring

Education and Experience

  • College diploma or university degree in Business or a suitable combination of education, experience, or other relevant training
  • Minimum of 7 years of progressive procurement experience
  • Supply Chain Management Professional (SCMP) designation
  • Experience with technology vendors (e.g. network infrastructure, cybersecurity, or enterprise IT) is desirable

  • Ability to act as a trusted advisor, understand needs, identify risks, and co-develop procurement strategies
  • Excellent relationship management skills
  • Strong customer service mindset
  • Exceptional organizational skills
  • Ability to interpret and implement policies and procedures
  • Ability to develop procurement reporting and KPIs
  • Knowledge of sustainable procurement principles, including environmental and ethical considerations, is desirable

Technical Proficiencies

  • Strong working knowledge of the Microsoft Office suite
  • ERP applications, procurement platforms, and related reporting tools
  • Working knowledge of Power BI, is desirable
